How to acquire registration under the EPR CPCB?

 Introduction 

According to the Ministry of Environment, Forestry, and Climate Change of the Government of India, the Extended Producer Responsibility for Plastic Packaging needs to be authorized through the EPR portal CPCB, and for plastic packaging, the registration of PIBOs and PWPS in accordance with the EPR norms is mandatory. 

For the Extended Producer Responsibility Plans, the registration of PIBOs and PWPs is processed through the portal. The applicant at the portal is asked for data related to plastic packaging sales, consumption, and procurement. The EPR target for the operational year is calculated using the data from the previous two years that will be submitted with the application. The provisions relating to the assessment of the number of recycled plastics for the use and reuse of plastic packaging, as well as the information relating to sales and procurement information based on the EPR target that shall be generated as per the regulation,  Let's examine the procedures to be followed when submitting an EPR application through the CPCB.  



Procedures need to be followed for the EPR registration

The applicant (PIBOs and PWPs) seeking EPR authorization must adhere to the following rules, including

  1. The following are the steps for signing up using the general information for registration, logging in, and submitting the application:

    1. For PIBOs, register on the web pollution control board webpage 

    2. Brand-owner category (Producer/Importer/Plastic Waste Processor)

    3. Details of the Company such as

      1. Company Category (Micro/Small/Medium/Large) and other related documents 

      2. The legal name, Trade name, 

      3. Business category (Public/Private/Proprietorship/Co-operative etc.)

      4. Registered address

      5. PAN card Number and CIN number of the Company

      6. Details of the authorized person

    4. Documents relating to the entity category (Small/Micro/Medium/Large) 

    5. EPR exempted Brandowner details

    6. A number of online platforms/marketplaces and supermarkets/retailers are included in the EPR registration.

    7. Information about the State/UTs where the PIBOs are operational

    8. confirmation of the PIBO if it has the production facilities 

    9. Year of commencement of the operations

    10. Products Production details 

    11. The applicant must have the details of the products, representative picture/plastic packaging 

    12. Category-wise plastic packaging of the consumed products in the last two years.

    13. Details regarding the use of the PIBOs and production, and not of the banned product SUP items.

Documents required for the submission of the EPR application

  1. Documented copy of the Company’s PAN, CIN & GST details

  2. Documented Copy of the authorized person's PAN & Aadhar number

  3. Registration detailed for the renewal of the existing company.

  4. Details of the produced products (Type and Quantity)

  5. Representative picture of the plastic packaging 

  6. Registration certificate of the district industries Centre of State government or Union Territory

  7. A proper check and balance of the operation's start year to the current year, as well as the details related to it


Information relating to the Liquid effluent and emissions

  1. The PIBOs with production facilities provide information about their facilities.

  2. The proforma relating to the liquid effluent and gaseous emissions.

  3. The air, water, and electricity consent application number, as well as the duration of the consent.

  4. The user must provide the certificate of consent.

  5. Pre- and post-consumer plastic packaging waste or recycled plastic consent for the following two years must be provided in section 7 of the application.

When an application is submitted, the relevant authority reviews it. If the application is rejected, the applicant must resubmit it, incurring additional fees based on the number of times he or she does so.
